Ten years after the Declaration of Paris
PresentationIn late 1998 the United Nations Educational, Scientific and Cultural Organization (UNESCO) identified various challenges that the higher education had to confront in the world: funding, equal access and staying opportunities; better staff training, upgrading and preserving of the quality of teaching, research and services, competency-based training, relevance of curriculum, employment opportunities for the graduates, establishment of effective cooperation agreements, equal access to the benefits of the international cooperation and information technologies and communications. In order to address these concerns, measures aimed at reforming the educational level were expressed in the World Declaration on Higher Education for the Twenty-first Century: Vision and Action (Declaración de París/ Declaration of Paris), which was adopted by the representatives of approximately 182 countries members of the organization that attended the World Conference on Higher Education, in October of that year.
A decade after the conference and when the next summit on higher education, which will also be held in Paris in 2009, is being prepared, the society of the twenty-first century presents a new context. It is therefore necessary to think about what has been achieved, what issues, from the proposals of the Declaration, are still waiting to be achieved, and what are the new scenarios and challenges that higher education, its institutions and its actors have to confront.
Undoubtedly, there has been progress in the implementation of the proposals. However, higher education has yet to resolve significant challenges related to coverage, concentration, integration of the higher education system and lack of funding and mobility, among others mentioned in the World Declaration. Moreover, the educative institutions are immersed in a new context: they are marching towards new scenarios caused by the economic, political and social changes which raise various challenges.
